
The international competition to develop the Master Plan for Coruña Marítima is already underway, with the publication of the terms and technical specifications in the Official Journal of the European Union and on the State Procurement Platform.
Interested companies can submit their participation requests for a period of 45 business days, until August 1. All the details of the tender and the submission process are available on the mentioned platform, which can be accessed directly from the Contracting Profile on the website of the Port Authority of Coruña.
The competition was launched after the approval of the terms by the Board of Directors of the Port Authority and, previously, by the Coruña Marítima Commission, composed of the City Council of Coruña, Xunta de Galicia, Ministry of Transport and Sustainable Mobility, Ports of the State, ADIF, and the Port Authority, as well as the three municipal political groups.
The competition terms, with a total amount of 3,015,000 euros, include two phases in the development of the document. In the first phase, a maximum of five candidatures will be selected from the received offers. All companies and professionals who wish to participate can apply, provided they meet the solvency requirements specified in the regulations and have a multidisciplinary team including professionals with experience in urban planning, landscaping, architecture, ports, railways, and mobility, among other areas. The selection will take into account the teams’ experience in similar projects, their resumes, and awards received in their professional careers.
The five selected candidatures will have a period of five months to submit their proposals. Each offer will be evaluated based on technical quality, functionality, environmental aspects, and economic considerations. In this evaluation, the contracting authority will rely on an expert committee.
The estimated timeframe to select the awardee is 12 months, so the competition will be concluded around June 2026. From there, the winning company must submit the Master Plan and various supplementary documents by the summer of 2027, including the new Delimitation of Port Spaces and Uses, modification of the General Urban Planning Plan, environmental reports, and requirements for the design of a unique building that characterizes the intervention.
Additionally, the winning company must present a physical model of the Master Plan, a 3D video of the proposal, and a virtual immersive reality space, as well as conduct a public exhibition of the Plan, all with the aim of allowing citizens to understand its features.
Budget
The breakdown of the total budget is as follows:
2,615,000 euros: awarded to the company for the drafting of the Master Plan and supplementary documents.
80,000 euros: prize for each of the five selected proposals. Total: 400,000 euros.
Additionally, 300,000 euros are allocated to finance technical assistance to the contracting authority throughout the tender process.
This budget will be co-financed by the six administrations that are part of the Coruña Marítima Commission.
Strategic Agreements
The Master Plan must comply with the Strategic Bases and the fourteen Strategic Agreements approved by the Coruña Marítima Commission, as well as the conclusions of the citizen participation process conducted in recent weeks. The agreements include various measures to strengthen port activity, promote new economic activities, improve mobility in the city and connections with the metropolitan area, build public facilities, enhance green spaces, and sustainability throughout the intervention.
The Master Plan will cover the entire area of the inner port, from the breakwater dock to the Oza dock, and the San Diego freight station. It should be ambitious, innovative, proactive, and flexible, with a project that reflects the essence of Coruña.
As expressly stated in the Terms, the proposed solution must be «Coruñesa,» understanding the scale and spirit of Coruña. The aim is not to import solutions from other places, even if they have been successful and their study is necessary, but to find a tailored solution for Coruña, understanding its essence, tradition, history, and genius loci.
Thus, the project should be contemporary and align with global trends, while also «oozing» the essence of Coruña. It should be an international and local project simultaneously, reflecting the soul of Coruña and its port. The document states that «the citizen must be aware that they are in Coruña and not in any other space without personality.»
