Coruña Marítima priorizará la experiencia y un amplio equipo multidisciplinar para adjudicar la redacción del máster plan del puerto interior.

The technical team working on the development of the Coruña Marítima project is finalizing the technical specifications that will govern the tender for the Master Plan for the transformation of the port and railway spaces in Coruña.

The Coruña Marítima commission, chaired by the Mayor of Coruña, Inés Rey, and representing the six administrations with jurisdiction in the area (City Council of Coruña, Xunta de Galicia, Ministry of Transport and Sustainable Mobility, Puertos del Estado, ADIF, and Port Authority of Coruña), along with municipal political groups, is embarking on an ambitious formulation, considering it a great opportunity to improve both the port and the city. Thus, the Master Plan will need to analyze the entire port service area, from the breakwater to the Oza pier, with criteria of excellence and sustainability.

It is expected that the tender will take place during this month of May, with public announcements in the Official Journal of the European Union and on the State contracting platform. All professionals and companies interested will be able to submit their proposals, provided they meet the financial solvency requirements established by the Public Sector Contracts Law, as is the case in all these procedures, and demonstrate experience in this type of technical work.

To ensure the quality of the offers, bidders will be required to have experience in similar works to the Port Master Plan, such as drafting master plans, general urban development plans, or special transformation plans in other urban areas, with a minimum area of 25 hectares or, in port-city areas, a minimum area of 10 hectares. They must also have a multidisciplinary technical team with experience in urban planning, landscaping, architecture, ports, railways, mobility, hydrology, or the environment, as well as in legislative and economic fields.

Among all the proposals, five candidates will be selected based on a series of objective criteria, including the company’s experience, the team’s curriculum in urban planning, landscaping, architecture, and engineering, and the awards received by the companies or proposed team.

Each of the five selected candidates will receive a bonus of €80,000 to prepare their proposal, with a deadline of five months. They will be given access to the necessary documentation, including the strategic bases and agreements of the project, as well as the result of the citizen participation process.

This process, whose conclusions were presented at a public event on May 9, served to improve the initial bases and objectives. Concepts such as metropolitan mobility, green areas, attracting economic activities, and enhancing port activity were reinforced, and the agreements of the Coruña Marítima commission, such as the sustainability of the entire intervention, the use of water areas, the introduction of mixed uses in the San Diego area, and the construction of city facilities, were endorsed by society.

After analyzing the five candidatures, the Master Plan will be awarded to the highest-rated team, based on objective criteria evaluating the technical quality of the proposal, its functionality, environmental aspects, and economic aspects.

The estimated deadline for selecting the awardee is 12 months, so the competition will be resolved around May-June 2026. From there, the winning company will have one year to present the Master Plan. The budget for its development is €2.6 million and will include the drafting of various complementary documents, including the new Delimitation of port areas and uses, the modification of the general urban development plan, environmental reports, or the establishment of requirements for the design of a unique building that characterizes the intervention. In any case, the Master Plan must be innovative and flexible, with different scenarios for medium and long-term development, given the scope of the work, its complexity, and the need to adapt to the needs of the port and the city.
