«Reformar» el programa Edixgal en debate sin acuerdo sobre deuda

PP seals the highest number of agreements with DO in a day without consensus with the BNG

The first Debate on the State of Autonomy of Galicia in this legislature will result in more than 50 approved resolutions (presumably a total of 53) on various topics. Among the agreements reached, PPdeG and PSdeG have reached a point of consensus in the educational field, specifically to «redefine» the ‘Edixgal’ program.

There was no agreement between the groups on financing and debt, although it was a crucial issue in the negotiations. The Popular Party proposed an agreement that included «urging the Galician government to address with the central government the acceptance of 4,000 million euros in Galician debt as long as this amount can be used to finance the improvement of essential public services, modifying the budgets of the Community in the current fiscal year.»

The BNG presented a counterproposal in which it established a nuance: support for the debt relief «so that every euro saved in debt repayment» is allocated to financing the improvement of «essential» public services.

There was no agreement, but the PP understands that the Bloc was assuming that the relief does not mean that Galicia will receive «4,000 million more in funding,» while the nationalists claim that «no one ever said that, but if you save on debt, you have more resources to invest in other matters.»

The PSdeG did not present a counterproposal on the issue, and its leader, José Ramón Gómez Besteiro, stressed that the PPdeG’s initiative is a «waste of time» and that debt relief «either is accepted or not.» He indicated that the amounts the Xunta «allocated to pay off the debt,» the Galician government «can use for public services.» «That’s why the State won’t tell you anything,» he added.

Furthermore, leaders present in the negotiations that took place during the afternoon and evening of this Thursday in the premises of the regional parliament have also specified that there was no agreement between the majority group (PPdeG) and the BNG. The Popular Party received 10 transaction offers from the nationalists and made 25, but none materialized.

In the case of the PSdeG, a total of 14 transaction proposals were sent to the PPdeG, and there was an agreement (on a popular proposal) regarding mental health. They would also have reached a consensus on PSdeG’s 20th initiative in the educational field, which includes the «redefinition of the Edixgal program.»

Specifically, the final text presented in the registry at 9:14 pm and signed by the spokespersons of PPdeG, Alberto Pazos, and PSdeG, José Ramón Gómez Besteiro, urged the Xunta to continue improving the educational system by implementing measures that enable a quality educational system that guarantees equal opportunities and inclusiveness, through a specific strategy in the matter. It also included the redefinition of E-dixgal, with a new consensus digitalization model.

In this way, although it was based on the socialist proposal, PSdeG accepted a final text that did not include the mention they had in their initial proposal of universalizing the free provision of textbooks.

AGREEMENTS WITH DEMOCRACIA OURENSANA

The highest number of agreements was forged between the Popular Party and D.O.: in total, the Popular Party directly assumes five of your proposals (in the field of mental health, specialized health care and telemedicine, investment in public sports facilities, road safety in school environments, and support for local culture and festivals). Additionally, they have reached seven transaction proposals on various matters.

Specifically, as detailed by parliamentary sources, in the health sector, PPdeG and Democracia Ourensana have agreed to urge the Xunta to increase resources and improve the planning of actions in mental health, as well as guarantee access to specialized health care without discrimination by territory, «promoting the decentralization of services and the use of telemedicine.»

In addition, the Popular Party also supports a proposal put forward by the Ourense party’s deputy to urge the Galician government to increase investment in public sports facilities, ensuring criteria for territorial balance, and another initiative to strengthen road safety measures in school environments.

The fifth resolution proposal from Democracia Ourensana approved by the Popular Party is about establishing a specific support line for local culture and festivals that promote the identity and cohesion of the Galician territory.

Furthermore, sources from the Popular parliamentary group have confirmed that they offered 19 transaction proposals to Democracia Ourensana, which finally accepted seven. Among them, promoting the creation of aids caused by pollution in A Baixa Limia, the recovery of historic centers and degraded neighborhoods of Galician cities, and improving the annual budget execution report by province.

They also accepted a transaction in their proposal for the transfer of roads of regional ownership to municipalities, dialogue with local administrations for priority investments, improvement of public spaces in degraded urban environments, as well as the recognition of the Galician philologist Isaac Alonso Estraviz by the Xunta.
